Public Budgeting Systems 9th Edition by Robert D. Lee
Public Budgeting Systems 9th Edition PDF Download Ebook. Robert D. Lee Jr., Ronald W. Johnson and Philip G. Joyce survey the current state of budgeting throughout all levels of the United States government. The text emphasizes methods by which financial decisions are reached within a system as well as ways in which different types of information are used in budgetary decision-making.
It also stresses the use of program information, since, for decades, budget reforms have sought to introduce greater program considerations into financial decisions. The Ninth Edition has been updated to give particular attention to several recent developments in public budgeting and finance including steps that have been taken by governments to battle the effects of the “Great Recession” and to enhance economic recovery. In the US, this includes the actions of the Federal Reserve as well as legislative efforts, such as the American Recovery and Reinvestment Act.
Significant increase in use of fiscal policy tools is explained to stimulate economic recovery, in contrast to most recent previous 20 year period. The federal government’s direct role in the operations of the private sector will be explored. The government has become a major stockholder and therefore has a financial stake in seeing that corporations succeed.
Authors also explain unprecedented federal deficits, as well as extreme budgetary challenges at the state and local level, including a discussion of causes and possible solutions. Other changes during the Obama presidency are explained, including the passage of comprehensive health care reform and changes in the management agenda.
There are continued developments in financial and debt management, including additional GASB requirements and the effects of the recent economic contraction on the borrowing prospects for state and local governments. Additional recognition of the effects of the global economy, resulting in an increase in the pages is devoted to discussing international examples.

Public-Private Partnerships: Principles of Policy and Finance
Public-Private Partnerships: Principles of Policy and Finance PDF Download Ebook. E. R. Yescombe offers a systematic presentation of the recent trend where governments look increasingly to the private sector for building and managing infrastructure facilities as well as for providing specialized services.
Over the last decade or so, private-sector financing through public-private partnerships (PPPs) has become increasingly popular around the world as a way of procuring and maintaining public-sector infrastructure in sectors such as transportation (roads, bridges, tunnels, railways, ports, airports), social infrastructure (hospitals, schools, prisons, social housing), public utilities (water supply, waste water treatment, waste disposal), government offices and other specialized services (such as communications networks or defense equipment).
This textbook, based on the author's practical experience on the public- and private-sector sides of the table, reviews the key policy issues in determining whether to adopt the PPP procurement route, and the specific application of this policy approach in PPP contracts, comparing international practices in this respect.
The text covers a wide range of issues, from very general policy ones faced by authorities in considering whether to adopt the PPP route, to much more technical ones, including financial analysis, procurement, financial and legal structuring.
Written by an experienced practitioner, Mr. Yescombe's work represents an invaluable and authoritative guide to all parties involved in PPPs- from investors, bankers, companies providing infrastructure and services to public sector authorities and the public at large as the main user of PPP facilities and/or services. The book will be an excellent introduction for newcomers into the PPP business as well as a valuable reference source for all those that already have experience in the subject.
